2.3.0.0.1 requirement level

At this level, policies are described in prose. They describe the objective without considering technical constraints. However, the specification is guided by finding policy related information such as entity-relation, required authorisation, system invariants, and domain and object definitions.

If it is clear that an objective cannot be met, this fact should be expressed. For further development, a best-effort approach is used. The refinement process is finished within one level whenever the policy provides sufficient detail, allowing a simple transition to the next level.
